This is the flag of Saint-Basile-Le-Grand (Montérégie) as I saw it flying over the town hall in December of 2005. It is white with the coat of arms and the name of the municipality underneath in "dirty" yellow (which I assume to be gold). The coat of arms might have a slightly different design, especially for the horse's head.
No idea of the adoption date but the coat of arms itself was adopted in 1969 from a design by Monsieur André Genest. The official website offer as an explanation of its components (translated by me):
Sky Blue represent joy, knowledge, loyalty and clarity. Red gives a vision of a hopeful future, it defines greatness, audacity and valiance. Green represent vegetation, it express renewal, hope and gaiety. Gold represent sparkle, justice, strength and consistency.

The royal crown comes from the Greek word "BASILIEUS". Being a residential town, the chevron represent family life; the roof, the superstructure of the home. The horse's head bring to mind that there is an important concentration of horse breeding farms for equestrian and races. On a golden ribbon and under the shield, that is supported by 2 twigs of maple leaves giving elegance, is written the motto:
NOBLESSE Y DEMEURE [tr. "nobility lives there"] (the etymology gives royalty and nobility)

Possible Prior Flag

This is a reconstruction of the flag I remember from my youth when I used to live there. As this was more then 20 years ago, the exact design is in no way a certainty. What I remember for sure is a greenish, 3 part logo on an orange field. Checking the website, they do have a logo in orange and green that would seem to fit the bill that was adopted in 1980.
