Translated from this site: "The flag was designed by Mr. Álvaro Briceño. It is composed of three colors in triangular-horizontal stripes.
It means: Black - It is the smallest stripe and is located in the center, it means the petroleum wealth. Yellow - It is the second stripe and it means the mineral wealth. Green - It is the third and bigger stripe and it means the extensive jungle of the Catatumbo, your forest wealth."
