THEREFORE:
This commission agrees to recommend to the Municipal Council:First: to declare that the official flag of the canton of Asserí be composed of three horizontal stripes. The first of dark green color, represents the nature of our canton; the second of clear gray color, representing the Rock of Aserrí and the cultural and historic heredity of the canton, this stripe should be comparatively wider than the other two; the third of red color, representing the mature grain of coffee, principal agricultural product of our canton. The municipal shield of Aserrí should be located in the center of the gray colored stripe.
Ordinary Municipal Session Number ONE HUNDRED THIRTY celebrated by the Municipal Council of Aserrí in the Hall of Sessions "Andrés Corrales Mora", at eighteen hours of the twenty-second day of October of the year two thousand eighteen.

I could not retrieve Fred Drews’ original post of 27 Mar 2020 concerning this flag. The unusual graphic itself made me think that this is some sort of misunderstanding and that this image file is actually a segment of website layout or some such.
