Litovel is a town (and beer-brand) in Olomouc district, Olomouc region in Czechia. Its coat of arms is at this website, and its flag is in Petr Exner's Vexilologický Lexikon prapory obcí ČR (1997), adopted 12 May 1997. I've pinched the carp and pike from the coat of arms for this image.
