This doesn't seem to be a big municipality in Žďár nad Sázavou okres, Vysočina region (Velkomezirícsko (city?). Coat of Arms and flag are at this webpage (but the flag looks a bit weird: white plough on dark blue island in bright blue sea.

Velkomeziricsko is an informal non-administrative region (or, in fact, a group of co-lobbying municipalities), not city.
