Description of flag:
It is a blue over white over yellow horizontal tricolour with the coat of arms in the centre.

Description of coat of arms:
In a blue field is a golden (= yellow) tower with five pinnacles, an open gate and three black windows. Beneath the tower is a silver (= white) fess wavy.
