It is a blue banner with horizontal yellow stripes at the left and right edge. The ratio of stripes is 1:3:1. Within the blue stripe is the coat of arms shifted to the top.

Ennepe-Ruhr County Coat of Arms
Shield Or a bar chequered of Gules and Argent, on chief and base a bar wavy Azure.
Meaning:
The shield is taken from the Counts of Mark, recognisable by the Markian chequered bar (version 3 times 7 squares). The bars wavy are symbolising the rivers Ruhr and Ennepe, which gave the county its name.

The flag was approved on 25 March 1954, current pattern according to Hauptsatzung of Ennepe-Ruhr-Kreis , version 26 June 2000.
