City of Bützow in Güstrow County, Mecklenburg-West Pomerania.
Description of flag:
Its ratio is 3:5. It's a red over yellow horizontal bicolour superimposed by the coat of arms slightly shifted to the hoist.
Description of coat of arms:
In a red shield are two crossed golden (=yellow) croziers superimposed by a golden (=yellow) mitre.
I spotted this flag on 11 April 2006 in Hamburg-Hamm.
