It is a blue - white - blue vertical triband with ratio 1:3:1. The coat of arms is shifted to the top.

Description of coat of arms:
The shield is divided per fess by a wavy line. Above is a black cross dividing a silver(=white) field, below a half silver(=white) gear in a blue field.
Meaning:
According to source the wavy line is symbolizing river Ruhr, the blue colour the counts of Arnsberg, the gear industry. Above are the arms of the archbishopric and electorate of Köln.
