Völkischer Wassersportverein

The black pennant is divided by an off centred, cotized red cross, superimposed by a white oval fimbriated black and displaying a black wolf trap, aka double hook. Due to the colours, the wolf trap and especially the name (völkisch), I assume, it had been a right wing sports organization before WW2.
