About the flag
Province of Santo Domingo was created in 6-12-1862. Flag is blue over red (but swallow tailed) adopted 11-3-1863.

I’d say there is indeed room for a Spanish Maritime Province during those years, though one wonders why it appears to have taken two years to create it.

Was the spanish maritime province flag for the Dominican Republic influenced by the contemporary Haitian flag? They are both blue over red, no cross… though it sounds strange, considering the shaky relations between the DomRep and Haiti…
