I have a photocopy of an article of the Flag Bulletin. It says the ratio of the flags was 1:2, adopted 7 august 1939, the arms 5 february 1937.

According to <www.riigikantselei.ee> , the flag was adopted on 26 September 1996. Proportions: 7:11. Capital: Rakvere
