Adopted: 21 September 1999. Ratio: 1:1. Tootsi is a rural municipality (vald) in Pärnumaa County (maakond).

Gold and black are colors of coat of arms of Pärnumaa. Waves refer to the Sauga river. Hammer refers to the industrial background of municipality. Black refers to producing of turf. Silver lines refer to the historic local narrow-gauge railway.
