According to Chapter 15, Rule 79.1(b) of the "Procedures, Organisation and Rules" of The Scout Association, "Groups recognised by the Royal Navy may use a Red Ensign defaced with the Arrowhead Badge surmounted by an Admiralty Crown in the fly." I have used Graham Bartram'sRed Ensign, the Arrowhead badge from the Scout Association's site, and thenaval crown from Graham's flag of the Maritime Volunteer Service athttp://www.flags.net/UNKG10

Other websites of branches of the Sea Scouts show variations of the flag above. The 64th Sea Scouts site has a pop-up of the flag, which although the Union in the canton is not so accurate, has a more realistic crown and the words "BE PREPARED" below.

At http://dspace.dial.pipex.com/newboldsea/flags/flags.htm is an image of this flag - the defaced red ensign, but the badge in the fly is bigger than shown here and it has a black anchor behind the scout arrowhead.

The Boy Scouts Association (as it was then called) were given a warrant permitting them to fly "the Red Ensign with the badge of the Boy Scouts Association on the fly thereof, namely the fleur de lys incorporating the words BE PREPARED, surmounted by a naval crown" on 15 April 1952. The drawing in the file [National Archives (PRO) ADM 1/23993] was of a yellow fleur de lys on a green circle surmounted by a naval crown. The crown had a yellow base, green ships and white sails. It was noted that the hulls had been changed from red to green because of the red field of the ensign. The current design has the fleur de lys on a circle surmounted by a naval crown with BE PREPARED on a curve below the circle. Colours not known.

Interesting that the Scout site at www.scoutbase.org.uk/library/hqdocs/por/pages/c15.htm which we link from our page on UK Scouts Associations specifies the use of the motto for RAF-recognised groups of Air Scouts but says nothing about the motto being on the Red Ensign for RN-recognised Sea Scout groups.
