Overview

There is an International Organization of Regional influence called Parlamento Andino (Andean Parliament). I saw today its flag display during the 7 o'clock evening news on Colombian RCN channel (http://noticias.canalrcn.com/ ) The flag is the Emblem with the letters in black and everything on a square, on white background, outlined black, on a plain white background. The proportion of the emblem on the plain white flag is like the CAN flag. The Andean Parliament is an organ inside the Sistema de Integración Andino SAI (Andean Integration System, in English). The SAI is comprised of the following organs and institutions:

ORGANS:
- Consejo Presidencial Andino (Andean Presidential Council)
- Consejo de Ministros de Relaciones Exteriores (Foreign Affairs Ministers Council)
- Tribunal de Justicia Andino (Andean Court of Justice)

INSTITUTIONS:
- Corporación Andina de Fomento (Andean Development Corporation)
- Fondo Latinoamericano de Reservas (Reserve Latin American Fund)
- Consejo Consultivo Empresarial (Business Consultant Council)
- Consejo Consultivo Laboral (Labor Consultant Council)
- Convenio Hipólito Unanue (Hipolito Unanue Agreement)
- Convenio Simón Rodríguez (Simon Rodriguez Agreement)
- Universidad Andina Simón Bolívar (Simon Bolivar Andean University)

The Andean Parliament is a permanent organ, created on October 25, 1979 in La Paz Bolivia, through an Agreement signed by all the members of the CAN. Its main headquarters are located in Bogotá, Colombia, and it has four branches located in Bolivia, Ecuador, Peru and Venezuela. It is basically an interstate body to promote integration among its member countries, dealing with integration policies in areas such as Interparliamentary relations, Foreign Affairs, Education, Regional Security, Communication and Sustainable Development.

The Flag

It seems they modified the logo what is also used on its flag. It is similar to previous one, but a blue background added to upper right part of the emblem. There are many variations of its flag, based on following examples:
Cream background with golden letters in 2006, white background withblack letters in 2008, and white background withgolden letters in May 2012, andwhite background with black letters again in August 2012.
I suggest that plain white flag with black letters was used for every day purposes, and coloured versions for more ceremonial events. Its emblem changed before 2006.

The logo which in turn became part of the flag was designed byColombian Designer Carlos Duque in 1996.
