The town emblem was adopted on Aug 1st 1964 by Notice No 5 but there is no flag law. The blue flag has a green and a yellow two color town emblem in the center and the kanji name in white horizontally at the bottom. The town emblem is a stylized kanji 階上Hashikami. The circle represents a peace, a cooperation and a wish for the improved life at all times.
