The Flag
I found three variants of flag of the city of Odate. Blue, white and purple.

The city emblem was adopted on Jul 1st 1954 by Notice No 1 but there is no flag law. The dark blue flag has a white city emblem in the center. The city emblem is a stylized kanji 大 O of Odate in a form of wings. The shield symbolizes a growing homeland. It represents an exponential development.
Odate city general affairs section says they use only a dark blue flag at the city hall.

Tashiro Town / 田代町

The flag of the former town of Tashiro was white with mark. The town is now, from 2005, part of the city of Odate.
