The Flag
The flag of the city of Ryugasaki is purple with mark. The ceremonial flag is maroon.

The city emblem and the flag were adopted on Dec 4th 2013 by Notice No 143. The purple flag has a white city emblem in the center. The city emblem depicts a dragon holding a gem by three claws and going home from old castle of Ryugamine. The city flag proportion is 2: 3. The height of the emblem is 3/5 of the height of the flag.
The maroon ceremonial flag has a yellow city emblem in the center and yellow fringe at three sides.

Going home to Castle Ryugamine? (Dragon Ridge?)
Is there a story about such a dragon and such a gem? Or are they symbols for the city in some way?

The dragon is a symbol of the city from the name . Dragon = Ryu 龍
The dragon goes home not to but from the castle to the heaven.
