The city emblem was adopted on Jul 1st 1960 but there is no flag law. The dark blue flag has a white city emblem in the center. The city emblem is stylized kanji 牛 Ushi and katakana ク Ku in form of bird wings and a circle. It represents a cooperation and a happiness.
