Yellow fringed white emblem on blue field. The emblem is stylized Katakana characters of Chiba ( chi = チ ha = ハ ) which represents progress of Chiba. Blue stands for hope and progress, yellow for prefecture flower rape blossoms. Adopted 29 July 1963.

The construction sheet atwww.pref.chiba.lg.jp is hard to read, but from what I guess, the ratio of the flag is 2:3 and the height of the emblem is 3/5th of the flag's hoist. The background is a sky blue color, edges are yellowish and center is white.

The name of the prefecture in Chinese characters is written in green in the center. The blue represents Chiba's sky and sea, and the 12 yellow crosses represent the prefectural flower, the Seiyouaburana.
