The flag of the city of Fuefuki is already on FOTW, but I found lighter shades of blue and white variant of flag.

I spotted the flag of Fuefuki (Yamanashi prefecture) in its sister city Bad Mergentheim, near the kursaal on 17 Feb 2011. The ratio is 5:2 and the shade of blue is darker.
