The city emblem was adopted on Nov 1st 1954 by Notice No 8 but there is no flag law. The white flag has a red city emblem in the center. The city emblem is a stylized katakana ト To and kanji 羽 Ba. The center circle represents a peace, a happiness and an image of a surge and a development of an ocean sight seeing city.
