The flag of the town of Kamigori is blue with mark.

That doesn't show us enough to determine the entire mark, but what we can see is the other way around.

We can see that this particular flag is shown with the hoist to the right. Since the town emblem is reversed, seehttp://www.town.kamigori.hyogo.jp/cms-sypher/www/info/detail.jsp?id=5390, I'd think it's fair to say the reverse of the flag is showing.
The emblem is is the left and right halves of a ring with two lines extending sort of like wings on each side, pointing downwards on the left and upwards on the right. According to the town website (link above), the emblem is a combination of two kanji 上 (上 /kami/ above, upper) of Kamigori, representing the strength of town unity, with the whole shape representing the town's prospects of progress.

I hadn't recognised this Japanese style of hoist.
The confusion then results in the bit of information that the reverse of the Kamigori flag is in reverse.

The town emblem was adopted on Dec 1st 1978 by Notice No 17 but there is no flag law. The blue flag has a white town emblem in the center. The town emblem is two stylized kanji 上 Kami of Kamigori. It represents a solidarity and a future development of the town.
