The city emblem was adopted on Jun 1st 1959 but there is no flag law. The maroon flag has a yellow city emblem in the center. The city emblem is a stylized hiragana と To of Tosa. The wings symbolize a surge to the future, the circle does a conformity and a cooperation, the cut line in the circle does Port Usami and the seafood and the surrounding area of the circle does an unlimited exponential development of the city.
