White and light blue (cerulean blue) coat of arms on white field. White color stylized Hiragana character TO と with four light blue oval rings inside in a light blue color disc symbolizes Toshima island floating on abundant ocean and peace and harmony among people who seek for progress and development into a new age. The coat of arms was adopted Oct 1 1985. Flag does not appear in legislation.
