Perlis has a Rajah and not a Sultan, because it was part of Kedah until the Siamese partitioned it.

Webster's New Geographical Dictionary 1988 has:
Perlis was until 1821 subject to Kedah; made separate state by Siamese 1841; came under British protection by treaty of 1909, in which Siam ceded to Great Britain its right over the state; became one of the five Unfederated Malay States of British Malaya; part of independent Federation of Malaya 1957; became a state of Malaysia 1963.

Description
I am using colors RGB 255-204-0 for the yellow-gold and RGB 0-0-102 for the blue as this is the standard practice for Perlis flags being manufactured in Malaysia.

From this Perlis in Brief webpage:
Perlis's flag consist of two same size horizontal lines. The upper one which is yellow in color depicts the King while the other one which is blue color depicts citizens of Perlis. Therefore this flag emblems tight relationship between the King and the citizens.
[Perlis emblem:] The paddy depicts the main economic activity and the main product of Perlis. The shield depicts the glory of state.
