The flag of Hengelo is nearly identical to the flag of the former municipality of Westdongeradeel (Fryslân).

This is the flag of the ward of Slangenbeek in Hengelo, Overijssel, from this website.
"Slangenbeek" = snakebrook, the serpentine on the flag evidently represents a snake. The symbology of the ball and the tower are unknown to me. The ward is in the northeastern part of Hengelo-city.
