Description of the flag
The proposed flag is white-red-yellow in the usual Norwegian proportions. The colours are supposed to symbolize snow and ice, combined with the colours of the Norwegian coat of arms (red and yellow).

Status of the flag
Andersson [and92] [and94] informs us that the proposal dates from 1991 (and is meant to be a flag for Northern-Norway, including Svalbard). Another dubious flag, IMHO.

Geographic description
Northern Norway is made up of three counties, Nordland, Troms and Finnmark.
