Presentation of Northland Province
Northland is the long peninsula at the northernmost tip of the North Island, stretching for 150 miles northwards from the southernmost tip of Kaipara Harbour. It's largest city is Whangarei.

I was watching a rugby match on TV betweenAuckland and Northland, two of New Zealand's provincial teams, and I noticed that unlike most teams, whose supporters wave flags in any odd combination of their team's colours, Northland's supporters were all flying the same flag, vertical 4:1:4 (approximately) light blue, white and very dark blue.

Sky blue (the Ukrainian flagtype of blue) and red are the colours that are used in regional sports uniforms, particularly those of rugby.
Robbie Ellis, 10 March 1999
Northland, if I recall correctly, is rather sky blue and white.
James Dignan, 21 Mar 1999
It's possible they've changed their colours, but I know sky blue is the main colour.

My guess [to explain the dark blue stripe on the flag] is that they wear dark blue socks.

There are, however, no standardised designs for provincial flags.
