National Jury of Elections (Jurado Nacional de Elecciones)
image by Ivan Sache, 22 March 2018
"The Jurado Nacional de Elecciones, JNE, (English: National Jury of Elections) of Peru is an autonomous constitutional organism, headquartered in Lima. Its goal is to oversee the legality of electoral processes, guaranteeing the respect for the population's will. Thus, it is the entity in charge of proclaiming the official electoral results and awarding recognitions or credentials to the elected authorities. Furthermore, it passes resolutions to regulate the electoral dispositions. Moreover, the Jury reviews appeals to resolutions passes in first instance by the Special Electoral Juries and has the last word on controversies regarding electoral matters. It also settles cases on vacancies declared by Regional and Municipal Councils. Even though elections had been held since the XIXth century, there was no permanent organization in charge of this until the establishment of the JNE by Decree Law 7160 of 1930. The 1993 Constitution fragmented the Jury into three autonomous entities, separating the National Registry of Identification and Civil Status (Registro Nacional de Identificacin y Estado Civil, RENIEC) and the National Office of Electoral Processes (Oficina Nacional de Procesos
Electorales, ONPE) from it. RENIEC was made in charge of registering eligible voters, while ONPE was designed to organize the elections, leaving the Jury the duties of making any rulings concerning electoral processes, including the proclamation of official results."

The Green Flag with Three Golden Stars ("Bandera Verde con tres estrellas doradas") is awarded every year by the Ministry of Education of Peru to "the national educational institutes that, through a thorough evaluation and selection process, have demonstrated a significant effort to improve the environment of the educational community and of the local community, as a symbol of the education for the sustainable development highlighted in the campaign "Social Mobilization 'Safe, Clean and Healthy Schools'" ("Movilización Social Escuelas Seguras, Limpias y Saludables")."
The flag is dark green with three yellow stars in lower fly, a coloured symbol in upper hoist, and an emblem in the middle.

That circular emblem seems to be the one at the upper right of this flashhttp://www2.minedu.gob.pe/educam/swf/bannerdieca150807.swf (zoomable) it is a childrens colored drawing showing a landscape with mountain, sun, lamas, sea, road, trees, a school, and an iconic family of four; the school has the plain national flag of Peru hoisted on a rooftop pole. On the flag, the emblem seems to be surrounded by writing and some additional elements poking horizontally from "behind" it, as seenhere.
Flag image pending details about the upper hoist symbol.
