Description of the flag
It is a blue white vertical bicolour. In the centre is a white shield displaying four dark blue inescutcheons ordered per cross, every one displaying five plates ordered in quincunx. Beneath the shield is a black fowl anchor, above a red Phrygian cap flanked by two branches of laurel tied red and green.
