It is a typical Portuguese communal flag, with the coat of arms centred on a plain red field.

Shield Argent, a deer passant Gules armed Sable, in chief two chestnut twigs Vert its fruits split Gules, issuant from base a mound of two coupeaux. Mural crown Argent with three visible towers and white scroll reading in black upper case letters "BORNES". The shape of the scroll is the one favoured by heraldrist José Bénard Guedes.
Meaning:
The symbolism of these charges is trivial, the mound standing for the mountain range Serra de Bornes, eponymous to the commune.

Presentation of Bornes
Bornes Commune was one of the pre-2013 communes of Macedo de Cavaleiros Municipality; it had 390 inhabitants in 2011 and covered 18.8 km².

Presentation of Burga
Burga Commune was one of the pre-2013 communes of Macedo de Cavaleiros Municipality; it had 53 inhabitants in 2011 and covered 7.4 km².
