About the Flag
It is a typical Portuguese communal flag, with the coat of arms centred on a plain yellow field.
Source: I spotted this flag in the local communal office on 12 Apr 2018.

Coat of arms
Shield Vert semy of wheat ears Or with base wavy of Argent and Azure, over all a cross fleury fitchy Gules. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "VALE DE SANTIAGO".
Meaning:
The cross is alluding to the Knights' Order of Santiago (St. James the Elder), name giver of the commune.

Vale de Santiago Commune is one of the 13 communes of the Odemira municipality (q.v.); it had 554 inhabitants in 2011 and covers 59.2 km².

Coat of arms
Shield Argent with base wavy of Azure and Argent, a bend grady Gules, in sinister chief a cross fleury fitchy Gules, in dexter base above the waves a bee Gules lined Sable. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "BICOS - ODEMIRA".
Meaning:

Presentation of Bicos
Bicos Commune was one of the pre-2013 communes of Odemira Municipality (q.v.); it had 549 inhabitants in 2011 and covered 56.5 km². The commune seceded from Vale de Santiago on 25 March 1988 and was partially reincorporated in 2013.
