Source: I spotted this flag on 29 September 2013 in a polling station in Penalva do Castelo.

Vila Cova do Covelo Commune was one of the pre-2013 communes of Penalva do Castelo Municipality (q.v.); it had 211 inhabitants in 2011 and covered 8.9 km².
