About the Flag
It is a fairly typical Portuguese municipal flag, with the coat of arms centred on a field quartered of white and red.

The coat of arms is Sules, a castle Or masoned Sable with port and windows Sable, on each of the lateral towers a tree Vert , all flanked by two 8-point stars Argent, in base three plane leaves Or between two millstones Argent, each perched by a bird of the same. Mural crown Argent with four visible towers (town rank) and white scroll reading in black upper case letters "VILA DE PORTO DE MÓS".
Meaning:
"Porto de Mós" means "Millstone Harbour", so these arms show partial canting.

Presentation of Porto de Mós
Porto de Mós municipality had 23 680 inhabitants in 1990, and it is divided in 10 communes, covering 260 km². It belongs to theLeiria District and to the traditional province of Estremadura.
