About the flag
It is a fairily typical Portuguese municipal flag, with the coat of arms centred on a white and red gyronny (city rank) background. Flag and arms adopted and published in the official journal Diário da República : I Série in 1984.06.18, an unusually late date.

The arms are Azure between two swords Argent pointing upwards an eagle displayed Or armed and langued Sable and charged with a Christ Knights Order cross. Mural crown argent with five visible towers (city rank) and white scroll reading in black upper case letters "Cidade de Penafiel".

Presentation of Penafiel
Penafiel municipality had 71 801 inhabitants in 2001 and consists of 28 communes covering 212,82 km². It is part of Porto District, traditional province Douro Litoral, 1999 ref. adm. region Entre Douro e Minho, C.C.R. / NUTS II Norte, and NUTS III Tâmega. "Penafiel" is a portmanteau for "pena fiel", which means something "loyal cliff"; no canting.
