It is a typical Portuguese communal flag, with the coat of arms centred on a plain green field.

Coat of arms
Shield Argent divided by an embattled chevron Vert, in dexter chief a fleur-de-lis Gules, in sinister chief a spearhead Gules. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "SINTRA - SANTA MARIA E SÃO MIGUEL".
Meaning:
The fleur-de-lis is an attribute of St. Mary, one of the name givers and patron saints of the commune.

Santa Maria e São Miguel Commune was one of the pre-2013 communes of Sintra Municipality (q.v.); it had 9364 inhabitants in 2011 and covered 11.5 km².

It is a typical Portuguese communal flag, with the coat of arms centred on a plain blue background (village rank).

The arms are Or, two camellias Gules leaved Vert ordered per fess, in between a cape Azure torn and open, in base a triple mount Vert issuant. Mural crown argent with three visible towers (village rank) and white scroll reading in black upper case letters "SINTRA - S. MARTINHO"
Meaning:
The blue coat, nearly divided into two halves, represents St. Martin, who shared his blue coat with a beggar. (The blue coat is also a constituent of the French flag, St. Martin was Bishop of Tours)

Shield Azure, in base a triplemount Vert fimbriated Argent (or three peaks); in centre a tiara Argent garnished Or superimposing two keys crossed per saltire, the bendy one Or and the sinister bendy one Argent; in chief a crescent recumbent Argent in both corners. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials: "S. PEDRO DE PENAFERRIM".
Meaning:
Keys and tiara are attributes of St. Peter, the local patron saint.
