About the Flag
It is a fairily typical portuguese municipal flag, with the coat of arms centred on a plain yellow background. These arms and flag were adopted upon the upgrade of the municipality seat to city status on 14 August 1985(though apparently not made official yet) and are a trivial change of the former arms.

The municipal government uses also a logo that is a stylization of the arms; I haven't found any use of it on flags, though. The logo is usually monochrome, see here. But sometimes the lion and staff are golden and the waves are blue, see this photo

The arms are Azure, a Lion rampant Or, holding a crozier of the Same, in base a bar wavy Argent semy of wavelets Azure. Mural crown Argent with five visible towers (city rank) and white scroll reading in black upper case letters "SANTO TIRSO".António Martins-Tuválkin, 14 Mar 2007

Presentation of Santo Tirso
Santo Tirso municipality had 72 396 inhabitants in 2001 and consists of 14 communes covering 135,31 km². It is part of Porto District, traditional province Douro Litoral, 1999 ref. adm. region Entre Douro e Minho, current C.C.R. / NUTS II Norte, and NUTS III Ave.

Recently the western half of the municipality of Santo Tirso has been made the new municipality of Trofa.
