It is a typical Portuguese communal flag, with the coat of arms centred on a plain field quartered of yellow and green like the flags of all preceeding communes.

Shield Gules, on dexter chief a pelican Or in her piety, on sinister chief a double headed eagle Or, on base a scallop Or charged with a cross fleury fitchy Gules (sword cross) above and a crescent recumbent Vert below. Mural crown Argent with four visible towers (village rank) and white scroll reading in black upper case serifed letters "UNIÃO DAS FREGUESIAS DE TORRES NOVAS - SANTA MARIA, SALVADOR E SANTIAGO".
Meaning:
The pelican is taken from the arms of the former Santa Maria Commune, the eagle from those of the former Salvador Commune, the scallop from those of the former Santiago Commune.

Presentation of Torres Novas (Santa Maria, Salvador e Santiago)

Torres Novas (Santa Maria, Salvador e Santiago) is one of the four communes of Municipality created by a merger during the 2013 changes. It had 8087 inhabitants in 2021 and covers 39,65 km².

Coat of Arms

Shield Gules, a pelican Or in her piety, in chief two embattled towers Or masoned Sable with port and windows Vert ordered per fess. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "SANTA MARIA - TORRES NOVAS".
Meaning:
The pelican is carved into stone in the church of St.Mary of the Castle, granted by Dom João II, it is also enforcing the idea of maternity and mercy, associated to Our Lady of Expectation, the local patron saint.

Shield Gules, issuant from base a hill Vert fimbriated Or, crowned by a double headed eagle Or. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "SALVADOR - TORRES NOVAS".
Meaning:
The whole ensemble is symbolising the value of the place as a watch tower of Torres Novas, furthermore to two boxes on the main altar of the Church of Our Saviour, the first parish of Torres Novas.

Shield Gules, a scallop Or charged with a cross fleury fitchy Gules (sword cross) above and a crescent recumbent Vert below. Mural crown Argent with three visible towers (village rank) and white scroll with inscription in black initials "SANTIAGO - TORRES NOVAS".
Meaning:
The scallop is an attribute of St. James the Elder, the local patron saint. Sword cross (of the Knights' Order of Santiago) and crescent are reminding on the conquest of Torres Novas from the Moors by Dom Afonso Henriques, and to the erection of a primitive chapel as a promise from the 1st king (of Portugal).
