About the flag
The website of The Klingon Language Institute presents a row of small flag icons linking to the different language versions of the site; a multicolored, yellow-fimbriated “Empire sign” on black is used to symbolize Klingon; I guess that this means that the logo-on-red KLI flag does not double as the flag of Klingon language itself.

I have a dim recollection of having seen the Klingon Language Institute’s own logo on a plain red background, akin to the Klingon flag itself.

On the KLI logo it is written «_qo’mey poSmoH Hol_» (= ), which means «language opens worlds».

According to the website of the institute, its flag does not double as the flag of Klingon language itself — which it symbolizes with the black flag.
