Like Komi, Mari are Finnic. "Mari" means "men"; they call their land Marintasavalta (land of men).

Description and origin

Mari El Republic is going to have a new flag - again.
"The Yoshkar Ola" - local newspaper reported on February 15, 2011: " The main element of the new emblem and flag of the Republic of Mari El is a bear. This animal, popularly known as 'forest man' symbolizes the Mari people.
Under the rules of heraldry it has pronounced bear's claws and open mouth. Crown symbolizes nationhood and stresses difference between republics and other subjects of the federation. It emphasizes the uniqueness of special kind: the stylized letter 'M', ornament and diamonds symbolize the cities of the republic. Sword - a symbol of power and a willingness to defend republic's interests. The fact that the scabbard and handle are up means the peaceful nature of Mari people. Hammer represents the hardworking population. The base of the emblem is the usual classic heraldic shield. On it is a solar sign posted from the previous emblem, thus emphasizing the continuity. It is called 'Mari oblique cross - so it represents solar warmth and richness. Diamond in the center of this symbol - a sign of a talisman. So, the bear - the symbol of this region - is to protect the people, both, physically (sword) and with the sacred amulets. The emblem is located in the center of the white field of the flag on the edge of which runs a red stripe in the shape of the Mari ornament. The new state symbols are going to be presented to the public on June 12 - the Russia's Day" (Russia's Day is a new national holiday to replace the November 7 - Revolution Day. It is to commemorate the liberation of Moscow from the two-year long Polish occupation in 1612.)

On November, 28th 2006 adopted law about new flag and new coat of arms, [replacing the 1992-2006 ones].

According to the text (and the image) [of the law], the flag is in proportions 2:3, the relative size of the stripes is 3:4:3 and the sign in the centre of the white stripe is 1/3 of the width of the flag.

Emblem measurements

The legal wording describes it the flag and arms in detail but gives no dimensions for the internal measurements of the emblem. It seemed to me from the preamble that (at least for now) the details of the solar sign were set by the Appendices.

This is just a speculation, but is the “mari-elan cross” composed of regular fields? Somewhat like this? It seems to me so from the flag images, but far from being sure… The octagon within the 10×10 square seems regular, in which case it is easy to express its size (although not with very nice numbers): let length of the square edge be a and length of the octagon edge is x the equation is valid so: a_=(2+√2)·_x. Having_a_=10 ∴ _x_≅5,858. The inside of the octagon I filled up with squares with side equal x⁄7 ≅ 0,837 (although the numbers are not quite that important if we establish the construction procedure).

Color shades

It is interesting to note that the distinctive dark red color, used only for the emblem in the previous flag, is on one of the stripes, making the flag of Mariy El even more similar to the flag ofMordovia, with which it has ethnical and geographic connections (on the other hand, Mordovia’s stripes are 1+2+1, while Mariy El changed from 1+2+1 to 3+4+3). This also brings up the number of 1st level Russian subdivisions using dark red as a major color of its flags:Moscow City, Mordovia,Chuvashia and Mariy El.

As for the blue, the law says simply "синний" (blue), just like the for Russian national flag.

Differences compared with the 1992-2006 symbols

The new flag is not worse than the previous one, and if an [almost] equal triband is less immaginative than the previous “Spanish” triband, the lack of lettering in the new flag compensates for this lost distinctness. There were also detail changes in the emblem.

A quick compare of this new law with the previous shows little differences apart from those concerning the design of the flag and coat of arms. It seems that, unlike in the previous law, the innermeasures of the “Marian cross” are not defined.

Presidential Standard (2011)

Banner adopted by Presidential Decree of 22 January 2007. According to the Annex 1 (description) the banner is square with three horizontal stripes of blue, white and dark red (3:4:3), with the coat of armscentered (height: 2/3 of the width/height of the banner). The banner is surrounded by a golden fringe. The obverse and reverse sides are identical.

On 27.1.2007 president of Republic Mariy El L. Markelov adopted anew version of presidential standard (Decree No 11). The coat of arms is big, it placed upon 3 stripes. On 28.02.2007 the standard became «official symbol of presidential power» (Decree No 32) and the Regulation on Standard was adopted.

Coat of Arms

The coat of arms keeps the yellow background (a color absent from the flag) and the general similarity with theRSFSR cartouche and ribbon motive, though lacking now the branches. The ribbon is patterned on the flag (dully updated) and the main (and only) charge is the “Marian cross”, one-colored in red.
