Kaa-Khemsky District is an administrative and municipal district in the Tuva Republic, Russia. It is located in the center and east of the republic. Its administrative center is the rural locality of Saryg-Sep

The flag of the region is a banner of arms, described as:

On a scarlet field, above an azure field with wavy edge, is a bank emerging from the [heraldic] left with golden slopes and green tops, on which is walking a golden roe deer; in the upper hoist corner a golden emerging radiant sun.
