The Flag
The flag is was replaced in 2016. The new flag uses new a simplified coat of arms.

Earlier this morning while doing some research online, I stumbled across another seemingly random flag - the flag of the city of Vladivostok, Russia. I checked with the Yahoo Groups archive and saw no postings about the finalization of the city flag, so I submit to you the following.
We have a page for the proposals for the Vladivostok city flag. As of January 2012, there had still been no vote to determine the final, official flag design. According to a Russian-language news article onlinethat I had Google try to translate for me, the city duma approved the new flag for Vladivostok by 29 August 2012.
From what I can make out in the Google translation, city officials received 87 flag design proposals, a large number of which were based on the modified Russian naval jack (blue saltire fimbriated white on a red field) that was traditionally used to represent the fortress of Vladivostok. There were also requests for the city's coat of arms to be returned to a previous iteration, showing a tiger on a hillside, with a golden tower and crossed golden anchors behind the shield. The final, officially approved version of the city flag is a combination of those two ideas, showing the redesigned city coat of arms centered on the modified naval jack.
