Description of the flag

Summary Law Of Vladimir Region “On The Flag Of Vladimir Region” (adopted by the State Council of V.R. 28.04.99)

The flag of Vladimir Region is red rectangular bunting with light-blue strip at the hoist and width of one is equal to 1/8 of flag-length. The ratio of the breadth of the flag to its length is 1:2. In the middle of upper part of blue strip the Hammer and Sickle are placed. In the middle of red strip the gold image of coat of arms is placed, the width of one is 1/3 part of flag-length.

I don’t fully understand why there should be a golden leopard on a golden coat of arms?

The legal wording «gold image of coat of arms» is apparently to be enforced this way: with the blue ribbon still visible as such, all the rest to be rendered in a yellow on red silhouette, and the charges of the coat of arms to be shown golden lined black on yellow — note the two shades of yellow (golden and yellow proper) and the way the coat of arms is depicted using normal yellow for heraldic gold, while on the flag image it is changed to dark yellow.

Standard of the Governor

At the end of 90 acceptance of standard the governor was extended. Such standards were accepted in the Vladimir area.

I have no information about the status of the plain red flag with coat of arms but, considering that the adoption date of the new flag is 28.04.99, one could guess that it was simply the official flag until that date.

The [former] flag of Vladimir oblast is very similar to the Vladimir city: red with coat of arms in center. The coat of arms is the crowned lion. Around shield there’s a golden wreath with ribbon and above shield there’s a imperial golden crown.
