On 26th July 2006 city council of the City of Rilʹsk in Kurskaya region, Russia, adopted a new city flag. It is presented here

If we follow the description, the flag is not as depicted on that page. It should be horizontally divided in 3 stripes of sky blue, red and gold with a white square in the canton (2/3 of the height of the flag) on which is centered the coat of arms.
