About the flag
The old coat of arms of Pskov (28/05/1781) has been officially approved at 13/11/1992 by Pskov’s City Soviet of People’s deputies.

At their 27th sitting, on the 25th December 2018, the members of the Pskov Oblast Assembly approved official symbols for the Oblast and voted in favour of laws "On the Coat of Arms of the Pskov Oblast" and "On the Flag of the Pskov Oblast". The Pskov Oblast was so far the only Russian federal subject lacking its own flag. Furthermore, the arms of the Oblast, adopted in 1995, were not included in the State Heraldic Register of the Russian Federation.
The initiative to adopt these symbols came from regional governor Mikhail Vedernikov, reestablishing the Heraldic Council of the Pskov Oblast Administration. They were tasked with designing the symbols for the Oblast and these new design are the results of their labour. The laws on the symbols contains both detailed descriptions and instructions on the symbols' use. They will come into force after they are approved by the governor, ten days after their official publication.
