About the flag
The county consist of a large part of the historical province of Upland (Uppland) and use the same arms (and flag, a banner of the arms) as Upland.

Mt. Everest Expedition
When Swede Johan Frankelius climbed Mount Everest in 2006, he brought a flag of Uppsala (Uppland) with him. As can be seen on the image in this page on svd.se, it was obviously a flag meant for vertical hosting.
