It is shown in DK Pocket Book, with the following comments: "The President's standard has a white panel in place of the star and contains the state arms. The coat of arms dates back to the 17th century and the time of Dutch rule, but was revised in 1959 and again in 1975. On the shield, a ship reflects commerce, a diamond mining, and a tree agriculture. The supporters are Amerindians. The national motto - "Justitia, Pietas, Fides" meaning "Justice, Piety, Faith".
Ivan Sache, 17 April 1999

According to Album 2000 [pay00]: President of the Republic (2:3) - The national flag with white rectangular pannel containing the coat of arms. It seems that all sources agree that the height of the coat of arms is equal to the height of the red stripe. This flag would probably introduced at the same time as the national flag, or only shortly afterwards.
