Flag of 1926-1937

Bashkiria is an autonomy of RSFSR since 1919. (In 1920ths many autonomous republics in RSFSR did not use the word "autonomous" in their names. But they were really autonomous (not independent, not “full status republics”). These republics until 1930ths used the names SSR. Later, the “standard form” of the state name was introduced: ASSR for autonomies, SSR for “full republics”.)

The Agreement of the Central Soviet Power with the Bashkir Government on the Soviet Autonomous Bashkiria of March 20, 1919, regularized the foundation of Bashkir Soviet Republic. According to the Decree of the All-Russian Central Executive Committee of June 14, 1922, Bashkortostan became the Autonomous Bashkir Socialist Soviet Republic.

This flag was adopted in 1937.

In 1937, when new flag was adopted, the Bashkirian language used Latin alphabet (not Cyrillic).

I suppose the underscored "S" is a specific diacritical of the Bashkirian Latin alphabet, not a surrogate for something else (a cedilla, like in Turkish, perhaps?).

Flag of 1940-1954

The Bashkir orthography was recoded into the Cyrillic alphabet in 1940 (according to З. Г. Ураксин: Русско-Башкирский Разговорник. Уфа, 1984: Баш-ское Книжное Издательство) — therefore the new flag, with Cyrillic inscriptions, should date from this time.

The Cyrillic letter "k" in Bashkirian language is not identical to Russian one — actually, the Bashkirian language has two "k"s:

"К" analogous to Russian (or Latin) "k";
"Ҡ" letter that means "kh", but looks like Russian "k" with a small horizontal line on the top of the left vertical. This letter is fourth in the word "bashkort-". Victor Lomantsov, 21 October 2000

Flag of Bashkirian ASSR since 1954 or 1956 to 1992 (flag regulations adopted in 1956). Before the 1970ths the name of the state in Bashkirian language was "BASHKORTOSTAN ASSR".

After the 1970ths the name was "BASHKORT ASSR-y" (in Cyrillic) and in 1954-≅1970 with "BASHKORTOSTAN ASSR". 1970 is a very approximate date. I saw the name "BASHKORTOSTAN ASSR" on books published in 1942 and 1947, and the name "BASHKORT ASSR-y" in 1972… What name was in ~1946-1972 is a big mystery for me. I don’t know about flags in that period.
