About the Soviet Navy
The Navy of USSR had 4 broad-pennants: All they had thenavy ensign at the hoist and the fly of different colours:
red fly
for Commander of a Formation of ships (Komandir soedineniya korabley)
white fly
for Senior Commander (Starshiy na reide)
blue fly
for Commander of a Division of ships (Komandir soedineniya korabley)
green fly
for Commander of a Formation of ships of the Border Guard Forces (Komandir soedineniya korabley pogranichnyh voysk) Victor Lomantsov, 17 Nov 2000
The only pre-1972 use oftwo-letter abbreviations on Soviet uniforms that I know of is the Navy’s use of
